Position Summary

We are seeking an experienced Compliance Analyst to support onsite file compliance for LIHTC (Low-Income Housing Tax Credit) and HUD communities for our portfolio. This role requires a detail-oriented professional who thrives in fast-paced environments and can help stabilize compliance operations, eliminate file backlogs, and ensure clean audit results—all while upholding rigorous regulatory standards, policies, and procedures.

Essential Position Responsibilities

  • Lead onsite LIHTC, HUD and other federal, state and city funding file reviews and corrections, ensuring accuracy, completeness, and timeliness.
  • Apply and enforce compliance policies and procedures; identify and recommend process improvements.
  • Manage annual recertifications and interims to prevent late or incomplete with emphasis on locations where Property Managers are not available to complete such recertifications.
  • Partner with site and regional teams to obtain required documentation and resolve compliance findings quickly.
  • Document audit results and prepare clear, actionable compliance summaries and reports.
  • Ensure ongoing adherence to HOTMA (Housing Opportunity Through Modernization Act) requirements and current HUD/LIHTC program guidance.
  • Support the preparation for external audits and assist with implementing corrective action plans as needed.

Supervisory Responsibilities

None

Required Education and Experience

  • 3 years of experience in LIHTC and/or HUD compliance auditing or property management.
  • Strong working knowledge of Section 42 LIHTC, HUD Handbook 4350.3, and HOTMA regulations.

Required Competencies

  • Proven ability to interpret and apply compliance policies accurately.
  • Excellent written and verbal communication skills.
  • Strong organizational and problem-solving abilities with attention to detail.
  • Ability to travel frequently and work independently in a dynamic environment.

Physical Requirements

This position requires daily use of office equipment. May need to lift up to 40 pounds. HCHC recommends employees be vaccinated for COVID-19.

Work Environment

HCHC has a hybrid work environment and requires staff to be in the office multiple days per work week. During remote workdays, the employee must maintain a professional decorum and be available during regular business hours and use email, phone, and virtual meetings to ensure effective communication and collaboration with colleagues and outside parties. The employee must be able to keep focused in an environment with interruptions and distractions.  Other responsibilities include visiting properties to conduct audits.

Travel Requirements

Periodic travel within Los Angeles County to conduct audits at HCHC properties. Infrequent travel outside of Los Angeles County by car or airplane for trainings and meetings. 

Salary Range
$34.00 – $38.00 per hour ($70,720 – $79,040 annually). Hiring rates are determined by skills, knowledge, experience, and internal equity.
