Position Summary
As directed by the Executive Director, the Director of Human Resources (HR) is responsible for supporting activities related to the recruiting, hiring, training and professional development needs of all employees. The Director of HR is also responsible for hiring and managing brokers and professionals who administer benefit programs for the organization. Finally, the Director of HR is responsible for processing payroll and ensuring the accuracy of HR systems, currently Paylocity.
Essential Position Responsibilities
Recruiting
- Manage and conduct sourcing for job openings including advertiser selection, ad drafting, ad posting and pro-active prospect outreach.
- Conduct initial screening of job applicants and schedule subsequent

- Prepare offer letters, including researching salaries, and initiate negotiations with prospective new employees.
Benefits/compensation/paid-time-off and other leave management
- Manage employee benefit enrollments including health, dental and vision insurance, 403(b) retirement plan unemployment, and worker’s compensation.
- Manage relationships with insurance brokers and other benefit service
- Lead the annual open enrollment process, including the review, analysis and selection of benefits plans and the coordination of an annual meeting with staff.
On-boarding / Off-boarding
- Perform initial systems set-up for new employees for time records, payroll and benefits enrollment
- Conduct initial orientation for policies, procedures, systems, and office
- Lead process for off-boarding employees and independent
Performance Management
- Support managers in the development of job descriptions, training plans and plans for professional development.
- Coach staff as they draft annual performance evaluations and prepare to provide written and verbal feedback to direct reports.
- Research compensation to ensure salaries are reasonable compared to peer organizations and fair within the compensation structure for HCHC.
Employee Relations
- Recommend strategies to maintain a positive culture and enhance staff
- Help to resolve disputes when they arise.
HR Policies, Procedures and HR Information Systems
- Responsible for the Employee Handbook including making sure it reflects current laws as well as policies and priorities that are important to HCHC.
- Run payroll on a semi-monthly basis and ensure 403(b) payments are made on a timely basis.
- Manage and maintain employee files, both electronic and paper documentation, and adhere to document retention policies.
Other Duties
- Strategic planning with the management
- Leadership role in the creation and implementation of plans to advance the goals of equity, diversity, access and inclusion (EDAI).
- Other duties as assigned.
Supervisory Responsibilities
None.
Education and Experience
- Bachelor’s degree in human resources, organizational development, or business administration is strongly preferred but substantial related experience is an acceptable substitute.
- 5 years of progressive experience in human
- Human resources certifications such as SHRM-CP, SHRM-SCP, PHR, SPHR, CCP or CPTD preferred.
Required Competencies
- Knowledge of California and Federal employment laws
- Proficient in web-based HR systems such as Paylocity; proficiency with the Microsoft Office suite of software programs also desired.
- Excellent written and verbal communication skills.
Physical Requirements
This position requires daily use of office equipment. May need to lift up to 40 pounds. HCHC recommends employees be vaccinated for COVID-19.
Work Environment
HCHC has a hybrid work environment and requires staff to be in the office multiple days per work week. During remote workdays, the employee must maintain a professional decorum and be available during regular business hours and use email, phone, and virtual meetings to ensure effective communication and collaboration with colleagues and outside parties. The employee must be able to keep focused in an environment with interruptions and distractions.
Travel Requirements
Periodic travel within Los Angeles County and infrequent travel outside of Los Angeles County by car or airplane for training and meetings.
Salary Range
$100,000 to $130,000 annually. Hiring rates are determined by skills, knowledge, experience, and internal equity.
