Location: Ventura County / Greater Los Angeles (remote)

Role Summary

The Associate Project Manager (APM) or Project Manager (PM) will lead or support the full development lifecycle from site pursuit through entitlement, financing, construction, lease-up, and permanent conversion. The level will be determined based on experience and demonstrated capability.

  • Associate Project Manager: Conducts research and analysis, coordinates consultants and agencies, and builds skills in entitlements, financing applications, construction administration, and permanent conversion.

  • Project Manager: Owns projects end-to-end, drives schedule and budget, structures and closes financing, and serves as the primary external face of the project team.

Key Responsibilities

1) Site Pursuit & Predevelopment

  • Source and evaluate sites; perform zoning, feasibility, and underwriting analyses.

  • Structure project concepts, schedules, and entitlement strategies; plan and lead early community engagement.

  • Procure and manage architects, engineers, and third-party consultants; drive deliverables and quality.

  • Prepare entitlement packages; coordinate with city, county, and state agencies; secure approvals and conditions of approval.

2) Capital Stack & Closing

  • Prepare and submit competitive applications for public and private funding (e.g., 4%/9% LIHTC, bonds, HCD programs, local trust funds).

  • Underwrite and refine pro formas; negotiate key business terms with lenders and investors.

  • Manage due diligence, conditions precedent, and closing checklists; coordinate with counsel to close on time.

3) Construction & Contract Administration

  • Support or lead GMP negotiations; review plans, specifications, value-engineering, and buy-out strategy with the GC.

  • Administer draws, track contingency and allowances, evaluate and recommend change orders, and enforce contract compliance.

  • Run OAC meetings, field walks, and punch; coordinate with Property Management on lease-up readiness and unit turns.

4) Lease-Up, Conversion & Close-Out

  • Coordinate marketing and lease-up milestones; ensure regulatory compliance for income qualifications and set-asides.

  • Deliver placed-in-service, 8609, and permanent conversion on schedule; complete cost certification and close-out.

  • Transition to stabilized operations; capture lessons learned and improve internal playbooks.

5) Cross-Functional Leadership

  • Build trust with community stakeholders and public partners; communicate clearly and proactively.

  • Maintain rigorous documentation, project schedules, and risk logs; forecast cash and developer fee timing.

  • Contribute to continuous improvement in templates, standards, and technology tools.

Qualifications

Required (both levels)

  • Bachelor’s degree in Real Estate, Finance, Planning, Public Policy, Architecture, Engineering, or related field; advanced degree a plus.

  • Proficiency in Excel-based underwriting and development budgeting; strong Word and PowerPoint skills.

  • Clear, concise writing and presentation skills; comfortable presenting to agencies and community groups.

  • Valid California driver’s license and reliable transportation for site and agency visits.

Associate Project Manager

  • Experience: 1–3 years in real estate development, finance, urban planning, construction, or related field

Project Manager

  • Experience: 4–6 years leading affordable housing or mixed-use developments through entitlements, financing, and construction.

Compensation & Benefits

  • Compensation: Competitive salary commensurate with experience and level (APM vs PM). $75,000 to $90,000 for APM and $90,000 to $120,000 for PM. Bonus eligible.
