Position Summary: We are seeking an Associate Project Manager II who will have primary responsibility for the full range of real estate development activities for selected housing and community development projects and will also have responsibilities supporting Project Managers.
Key Responsibilities:
- Manage all phases of development including financial feasibility analysis, overseeing design development, securing all necessary entitlements and financing, procuring and contracting with all third-party consultants, overseeing construction, and overseeing lease-up.
- Manage all aspects of financing developments; complete loan/funding applications; secure necessary predevelopment, construction and permanent financing.
- Coordinate with asset management, property management and resident services during predevelopment and construction to ensure smooth tenant relations.
- Manage the construction process and monitor construction team.
- Manage transition to operations; supervise property management; monitor tenant selection and lease up.
- Additional tasks, projects, and responsibilities as assigned by supervisor.
- Prepare, Coordinate, and complete loan and funding applications to various private and public funding agencies for its real estate projects and submit to the respective Project Manager for approval.
- Administer loan closings, including working with attorneys, lenders, investors, and escrow/title companies in the coordination and delivery of due diligence, and legal and financial documents.
- Conduct due diligence on properties during the acquisition and predevelopment phases.
- Obtain clearances during the plan check process in order to obtain building permits.
- Prepare, maintain, and submit funding draws to numerous financial institutions for acquisition, predevelopment, and construction phases of affordable housing projects.
- Maintain accurate and up-to-date files for all projects.
- Support Project Managers in all phases of development, including feasibility analysis, community engagement, design development, securing of financing, construction, and lease up.
- Additional tasks, projects and responsibilities as assigned by supervisor.
Desired Skills and Qualities:
- General knowledge and understanding of real estate development concepts and affordable housing finance.
- Knowledge of local, state and federal housing financing programs, including Low-income Housing Tax Credits (LIHTC), Tax-Exempt Bond financing, and assorted programs administered by local and state agencies such as HCD, LAHD, LACDA, etc.
- Proficiency with Microsoft Excel and Microsoft Word. Ability to read, analyze, and interpret financial reports and legal real estate documents.
- Capacity to handle multiple tasks simultaneously in an organized, efficient, and timely manner and successfully meet project deadlines. Excellent organizational, time management, and problem-solving skills.
- Strong verbal communication skills and clear writing ability.
- Self-starter, able to take initiative, and work independently with little or no supervision.
- Need to work well in a high-pressure environment.
- Ability to exercise discretion and use independent judgement during the course of performing the duties of the position.
- Maintain and execute confidential information according to HIPAA standards.
- Obtain and maintain CPR/First Aid Certification.
- Ability to pass post-offer Tuberculosis (TB) clearances.
- Travel is a regular duty for this position and is required 15% of the time.
- Use of a personal vehicle to travel between worksites and other locations is required.
- Must have and maintain a valid California Driver’s License and insurance in good standing.
- Ability to work a 9/80 work schedule.
Education and Experience:
- Bachelor’s Degree Urban Planning & Development, Real Estate, Finance or a related field required. Graduate degree preferred.
- Two (2) years of relevant experience in real estate, urban planning/housing development, finance, public policy, or a related field.
- Firsthand knowledge of affordable housing project management procedures, terminology, and concepts.
