The flagship initiative of our Housing pillar is the Better Angels Affordable Housing Fund, a for-profit subsidiary of Better Angels. The Fund partners with developers to finance and deliver affordable housing across Los Angeles County. The Fund is focused on demonstrating the efficacy–in terms of speed, cost and quality–of utilizing private sector financing to fund private sector developers to build net new affordable housing.
Position Summary
Better Angels is seeking an experienced Construction Project Manager to oversee the execution of affordable housing projects from pre-construction through completion. Reporting to the Fund’s leadership team, the CPM will manage relationships with development partners, general contractors, architects, and consultants, while ensuring projects are delivered on time, on budget, and to the highest quality standards. The ideal candidate brings deep experience in multifamily construction, attention to detail, and a passion for building affordable communities.
Key Responsibilities
Pre-Construction
- Review development plans, cost estimates, and schedules during underwriting
- Coordinate with developers, architects, engineers, and city agencies to ensure permit readiness
- Help to expedite the entitlement process
- Provide construction input and help validate preliminary budgets to inform deal structuring and investment decisions
Construction Oversight
- Conduct regular site visits and lead construction meetings
- Serve as owner’s representative, overseeing progress on active construction sites
- Manage and coordinate third-party general contractors and consultants
- Monitor adherence to project timelines, milestones, and specifications
- Lead OAC (Owner-Architect-Contractor) meetings and ensure documentation is complete
- Coordinate permitting, inspections, and approvals with city and county agencies
Budget, Schedule & Risk Management
- Track construction budgets, draw schedules, and change orders
- Identify and mitigate risks related to delays, cost overruns, or contractor performance; flag risks and delays early
- Approve pay applications and monitor lien waivers
Compliance & Reporting
- Ensure compliance with local code, building regulations, and affordable housing funding requirements (e.g., Davis-Bacon, Section 3, prevailing wage)
- Prepare regular construction reports for internal stakeholders and investors
- Support final inspections, occupancy approvals, and project close-out
Qualifications
- 5–10 years of experience managing multifamily or affordable housing construction projects
- Strong understanding of construction documents, permitting processes, and contract administration
- Strong understanding of construction sequencing and budget controls
- Proven ability to manage budgets, schedules, and third-party contractors
- Able to work independently, travel to job sites across LA County, and manage multiple projects
- Excellent communication and organizational skills
- Experience with modular construction is a plus
- Commitment to the mission of creating safe, dignified, and affordable housing
Compensation
- Base Salary: $110,000–$130,000, depending on experience
- Bonus: Annual performance-based bonus
