Position Overview

The Leasing & Occupancy Supervisor is responsible for assuring eligible occupancy and quality control of the Agency’s eligibility application processing and annual recertification for approximately 2,000 apartments in over 80 buildings owned and managed by Community Corporation of Santa Monica (Community Corp.). Compliance with the Low-Income Housing Tax Credit (LIHTC) program and other state and local funding programs for affordable housing is a key responsibility of the position. The Leasing & Occupancy Supervisor will report directly to the Deputy Director of Property Management. The Leasing & Occupancy Supervisor will assist in the update, revision, and/or development of forms, reports, and manuals relating to property management compliance issues. Ensures implementation, and monitors progress as appropriate. This is a full-time position with excellent benefits

Compensation and Benefits

The compensation ranges between $67,886 to $83,160 per year. The Leasing & Occupancy Supervisor is eligible for the following benefits:

Essential Position Responsibilities

  • Supervise, educate and train staff on procedures, regulations and fair housing.
  • Oversee and ensure that Leasing & Occupancy Specialists are able to promptly, thoroughly and accurately complete paperwork for applicants and residents to ensure compliance with Regulatory Agreements.
  • Address complaints and make decisions regarding applicants and/or transfer households, who are appealing a decision by the Leasing & Occupancy team.
  • Bridge the gap between the Leasing & Occupancy Specialist and the Deputy Director of Property Management.
  • Ensure compliance with income limits and maximum allowable rents that are imposed by funding sources and Regulatory Agreements
  • Review and monitor recertification reports and ensure compliance as mandated by various programs such as HOME, CTCAC, HCD, Bond, etc.
  • Assist Full-time Managers with quarterly reports for properties with LAHD Compliance requirements.
  • Facilitate training plan for newly hired team members.
  • Assist and help prepare for audits by funding agencies.
  • Maintain organization of resident files.
  • Monitor Right Source, Rent Café and Yardi reports.
  • Assist with creation and updates of compliance policies and procedures
  • Maintain Yardi database and make sure staff is trained on current Yardi procedures and updates.
  • Provide great customer service, and be a role model for the Leasing & Occupancy team.

Skills

  • Certified in LIHTC Compliance
  • Advanced proficiency with Microsoft Suite, including Excel, PowerPoint, Word and Google Docs/Spreadsheets. 
  • Must be detail oriented, organized and able to produce timely and accurate documents
  • Able to work on multiple projects simultaneously
  • Excellent written and verbal communication
  • Excellent math skills
  • Knowledge of fair housing rules and regulations, relevant California statues and rent control requirements as they apply to the leasing of rental housing for low income applicants
  • Strong knowledge of YARDI a plus, but not required
  • Commitment to continuous learning to maintain up-to-date knowledge of current rules and regulations

Education and Experience

Preferably, a college degree with 4 years of experience with affordable housing leasing and recertification processes. Supervisory skills are a must.

Supervisory Responsibilities

The Leasing & Occupancy Supervisor will be responsible for training, supervising and evaluating a team of Leasing & Occupancy Specialists. Will also support and assist the Deputy Director of Property Management. Must have a minimum, 4 years of supervisory experience in a Property Management setting environment.

Physical Requirements

This position requires daily use of office equipment and inspecting properties on a regular basis. will require daily use of office equipment and moving around an office environment. The Leasing & Occupancy Specialist Supervisor must be able to lift up to 25 pounds.

Office Location/Work Schedule/Work Environment

The Office is located in Santa Monica close to the Third Street Promenade and a short walk to the Santa Monica Pier and beach. The office is a business-causal yet professional and productive work environment. 

Travel Requirements

Travel primarily in Santa Monica to visit properties in the Community Corp. portfolio and to visit the corporate office.  There will also be occasional travel outside the City of Santa Monica to visit properties outside of the Santa Monica borders, and for trainings and seminars.

-Must possess and maintain a valid California driver’s license, insurance as required by law and an acceptable driving record.
