Position Summary

The Property Manager (PM) is responsible for all phases of site operations for the assigned property. The PM is employed to ensure the security and appearance of the property, inside and outside; and ensure the safety of residents.

Essential Position Responsibilities

  • Ensure the security and appearance of the property, inside and outside; and ensure the safety of residents.
  • Collect, deposit and post rents collected from the residents in accordance with HCHC’s Property Management guidelines under its Policies and Procedures.
  • Ensure compliance by the residents with the terms and conditions of the Residential Lease and the Resident Rules and Guidelines in a firm, consistent, professional and non- discriminatory manner and in compliance with Fair Housing Laws.
  • Comply with Fair Housing Laws and engage in a professional, consistent and non- discriminatory manner when dealing with any potential applicants, visitors, and
  • Escalate any breaches of the Residential Lease, Resident Rules and Guidelines and/or other resident problems to your supervisor.
  • Proactively lease vacant apartments units in an expeditious manner, maintaining list of distribution of keys, gate cards and transmitters and in accordance with HCHC’s Property Management guidelines under its Policies and Procedures.
  • Comply with HCHC’s Property Management policies and procedures and all applicable federal, state and local laws affecting the property.
  • Respond to emergencies affecting the property or its residents in an expeditious manner by immediately contacting the appropriate agency (police, fire, paramedics) and by contacting the Supervisor for further instructions.
  • Maintain written documentation of communication with representatives of the police and fire departments, building and safety departments, Housing Authority, or other government agencies and report such contacts to your Supervisor within 24 hours after the contact occurred.
  • Oversee the Janitorial and Maintenance Staff and their daily work assignments, and occasionally any work performed by independent contractors.
  • The PM will also be asked to support HCHC's mission and to work with the Resident Services team to implement the principles of trauma-informed care.
  • Although the PM takes direction from the Property and Asset Manager and or their designee, they are expected to remain attentive and responsive to any and all reasonable requests made by the owner, investor, lenders and government agencies associated with the development.
  • Maintain tenant files regularly to comply with all federal, state, and local regulations and in a manner that would pass a TCAC audit.
  • Prepare and submit all required reports timely and orderly.

  • Assist with other projects and duties as assigned.

Required Education and Experience

  • High School diploma or equivalent, or sufficient related experience
  • 2 years of office and clerical experience
  • Prior experiences working with special needs populations

Required Competencies 

  • Strong communication (verbal and written), decision-making, interpersonal, organization and time management skills required.
  • Proficient in Microsoft Office including Outlook, Word and Excel
  • Ability to work under pressure and successfully meet deadlines
  • Knowledge of Principals of Trauma-Informed Care strongly

Physical Requirements

This position requires the individual to live on-site and daily use of office equipment. Unit provided to Property Manager as a condition of employment. May need to lift up to 30 pounds. HCHC requires employees to be vaccinated as a condition of employment, subject to any accommodation as may be required by law.

Work Environment

The essential responsibilities of this position are performed in a busy indoor office environment and the employee must be able to keep focused in an environment with interruptions and distractions. Other responsibilities, such as daily walks of the property, will require work to be completed outdoors.

Travel Requirements

Periodic travel within Los Angeles County to run errands, purchase supplies, and complete mail and banking related functions. Infrequent travel outside of Los Angeles County by car or airplane for trainings and meetings.

Salary Range

$24.00 – $27.00 per hour ($45,760 – $56,160 annually). Hiring rates are determined by skills, knowledge, experience, and internal equity. Apartment Unit provided by HCHC as a condition of employment.

Apartment Use

Unit is a 2-bedroom apartment with washing machine and dryer in unit. 2 on-site space garage parking available.
