Job Description Summary
The Enterprise Southern California office is seeking a Program Officer to play a key role in designing and implementing system change initiatives that facilitate the creation, sustainability, and preservation of permanent supportive housing; build the organizational capacity of mission-based partners to deliver on their mission; and advance strategies that ensure most vulnerable Angelenos that experience homelessness are rehoused as quickly as possible in affordable housing that meets their needs. This is an exciting time to be working on supportive housing and homelessness issues in the Los Angeles area and we are looking to grow our team with a full-time position.

The Program Officer must have an analytical mindset, think critically, approach problem-solving creatively, be able to juggle concurrent projects with relative autonomy, possess exceptional written and verbal communication skills, be extremely attentive to detail to produce the highest quality work, take pride in customer service, and come with a working knowledge of affordable housing, homelessness, and community development programs and issues. The position is a unique chance to grow professionally in the supportive housing arena under a tenured leader while working on cutting-edge systems change projects. The ideal candidate will be passionate about ending homelessness in Los Angeles and see this position as a chance to impact the field through the collaborative work of an intermediary, responsive to the practitioners that develop and operate supportive housing developments and the various public agencies and stakeholders that are responsible for system administration and decision-making. Preferred candidates will be proficient with the Coordinated Entry System and be comfortable with advancing public policy initiatives that seek to shape and strengthen the homeless response.

Over the past few years, Enterprise has deepened its commitment to the regional homeless response by leading a multilayered initiative to strengthen the capacity and performance of the supportive housing sector in Los Angeles. This initiative has two distinct areas of programmatic emphasis: 1) advancing our Permanent Supportive Housing (PSH) Preservation initiative, which focuses on solutions to protect the affordability and promote the long-term sustainability of the region’s earliest PSH properties in Los Angeles; and 2) strengthening the permanent housing component of the regional Coordinated Entry System to expedite housing placements, reduce vacancies and referral attrition, and foster practitioner-informed, data-driven solutions to improve the efficiency and infrastructure of our rehousing process.

Job Description
Responsibilities:

This position will report to the Director, Supportive Housing, and work in close collaboration with members of Enterprise’s local and national Solutions team to:

  • Plan for and facilitate Enterprise-led meetings with nonprofit and/or public agency partners
  • Conduct needs assessments with nonprofit and/or public agency partners; synthesize, analyze, document, and present quantitative and qualitative findings
  • Digest research and literature, compose policy briefs and recommendations, and advocate publicly for policy change
  • Develop and execute training seminars on homelessness and supportive housing topics
  • Manage capacity building grants (for nonprofits) and technical assistance contracts (with consultants for instance) related to supportive housing and homelessness assistance activities
  • Assist the Director to conduct local and statewide supportive housing preservation risk assessments
  • Analyze and report on supportive housing property performance data
  • Prepare content and graphics for white papers, program guides, case studies, and presentations
  • Support fundraising efforts and outcomes tracking, including drafting narrative content for grant proposals and funder reports as needed
  • Collaborate with a diverse group of colleagues, public agency staff, and community-based organizations
  • Participate in office-wide efforts within Enterprise as they arise

Qualifications:

  • Four years of related work experience in affordable housing, homelessness, and/or community development including, if applicable, time obtaining a master’s degree.
  • A bachelor's degree in social science disciplines or the humanities is required.  An advanced degree is preferred as is an academic background in real estate, finance, public policy or administration, urban planning, nonprofit management, social work, or a relevant field.
  • Demonstrated commitment to social justice and racial equity
  • Attention to detail and emphasis on accuracy and quality of work.
  • Exceptional written and verbal communication skills, including preparing reporting analyses and briefs, conducting presentations, and meeting facilitation
  • Ability to manage and organize time, oversee and/or implement multiple tasks simultaneously and independently in a fast-paced environment, often under stringent deadlines and with conflicting demands.
  • Adept with data management and quantitative analysis and the ability to generate and incorporate data findings and graphics into internal and public-facing presentations
  • Experience working in collaborative teams and with a diverse set of stakeholders
  • Strong interpersonal skills and ability to work effectively as part of a team.
  • Excellent critical thinking and creative problem-solving skills
  • Proficiency with Word, PowerPoint, Excel, Outlook, MS Teams, and online platforms

The base salary for this role is $75,000 to $85,000, depending on level of skills and experience.

The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance.  The salary range is just a part of the total rewards package provided to employees at Enterprise, and other rewards may include annual performance bonuses and generous paid leave programs.
