Position Summary:
The Affordable Housing Compliance Specialist will be responsible for overseeing and maintaining compliance with all federal, state, and local regulations governing affordable housing. This role is essential in ensuring that Bell Properties adheres to program requirements, including HUD, LIHTC, Section 8, CTCAC, and other affordable housing programs. The Compliance Specialist will work closely with property managers, tenants, and regulatory agencies to ensure accurate reporting, timely audits, and full compliance in our affordable housing units.
Key Responsibilities:
- Regulatory Compliance: Monitor and ensure compliance with all affordable housing programs, including HUD, LIHTC, Section 8, CTCAC, and local regulations in Arcadia and surrounding areas.
- Tenant Certification & Recertification: Conduct initial and annual tenant eligibility certifications, verify income, assets, and household composition, and ensure all paperwork aligns with regulatory standards.
- File Audits: Prepare, organize, and maintain accurate tenant files and ensure documentation meets regulatory and program requirements.
- Reporting & Documentation: Generate and submit required reports to regulatory agencies, ensuring timely and accurate reporting to maintain program funding.
- Training & Support: Provide ongoing training and support to property management staff on affordable housing policies, regulatory updates, and compliance procedures.
- Compliance Review: Regularly review policies, procedures, and internal controls to identify and mitigate compliance risks.
- Communication: Act as the primary point of contact for audits and inspections and respond to inquiries from regulatory agencies.
Qualifications:
- Bachelor’s degree in Business Administration, Real Estate, Public Administration, or related field preferred.
- Minimum of 9 years of experience in affordable housing compliance, with a specific focus on CTCAC (California Tax Credit Allocation Committee) regulations.
- Proven experience managing compliance for at least three properties, with 30 units at each property.
- Demonstrated stability with three or more years of continuous compliance management per property.
- Certification in affordable housing compliance (e.g., COS, TCS, HCCP) is preferred.
- Strong knowledge of federal, state, and local regulations governing affordable housing, including HUD, LIHTC, Section 8, and CTCAC programs.
- Exceptional attention to detail and organizational skills.
- Excellent interpersonal and communication skills, with the ability to work collaboratively across teams.
- Proficiency in property management software and MS Office Suite.
